African Development Bank and Libya strengthen cooperation and sign funding agreement

Tripoli, Libya, November 27, 2023 -/African Media Agency (AMA)/The African Development Bank has signed three technical assistance grant agreements with the Libyan government, reaffirming its commitment to the North African country. The agreement was signed on 21 November 2023 in the Libyan capital, Tripoli, on the first day of a consultative mission by an African Development Bank delegation led by Ms. Marin Bromberg, Deputy Regional Director for North Africa and Country Manager for Libya.
The grant includes $1 million in emergency assistance, channeled through the United Nations Children’s Fund in partnership with the Libyan government, to provide much-needed cleaning and hygiene kits, as well as temporary learning spaces and rehabilitation classrooms. will be used to procure emergency supplies. After the Derna floods that devastated the eastern part of the country, needed supplies were quickly arranged by banks. The three parties to the agreement will ensure the rapid access of funds to those most severely affected, especially women and children.
At the signing ceremony, Mrs. Blomberg, on behalf of the bank, expressed sympathy for the Libyan people in their post-flood recovery efforts.
Dr. Khalid El Mabrouk, Libya’s Minister of Finance, thanked the bank for its quick response. “We are grateful to the World Bank for its support, which has shown timeliness and efficiency in approving grants,” he said. “Our partnership with the World Bank has always been strong and beneficial in advancing the development agenda of the Libyan authorities, and we highly value the Bank’s support in the preparation and implementation of projects of strategic importance to Libya.”
Michele Servaday, UNICEF’s representative in Libya, said the funding would be an important part of the emergency response to the floods. “Thanks to this support, UNICEF will focus on providing safe water, promoting hygiene and monitoring water quality, as well as providing supplies to reopen schools and provide psychosocial services. “We believe this is an important step in a very fruitful partnership between our two organizations,” he said.
Two other technical assistance agreements leverage the World Bank’s Middle Income Technical Assistance Fund (MIC TAF). The first is to support the government in developing Libya’s first food security and nutrition strategy to strengthen the resilience of food supply chains to external shocks such as climate change. The second is the result of the bank’s engagement with the Libyan Ministry of Finance to advance the government’s financial management reform agenda. This enables the implementation of an Integrated Financial Management Information System (SI-IFMIS).
Mr. Blomberg reiterated the Bank’s commitment to Libya. “Improving the overall well-being and quality of life of the Libyan people through a strategic and sustainable approach to food is at the top of the Bank’s priorities. Equally important is the need for greater efficiency,” he said. The goal is to strengthen the Libyan government’s fiscal management capacity through the digitalization of national fiscal processes to achieve transparency and transparency.
The delegation also included Country Program Officer Mrs. Yasmin Eita. Ms. Kauser Abderrahim, Libyan National Economist. and Blend Finance Director Ibrahim Abdel-Ati visited the country from November 21 to 24, 2023. During the mission, the Bank discussed the Bank’s proposed initiatives and projects for 2024 with the Libyan government.
